Государственный деятель, радикальный федералист [Federalist]. Главный почтмейстер [Postmaster General] в 1791-95, государственный секретарь [Secretary of State] в 1795-1800. Отправлен в отставку президентом Адамсом [Adams, John]. Возглавил "эссекскую хунту" [Essex Junto], готовившую в 1802-03 план отделения штатов Новой Англии и создания независимой конфедерации. В 1814-15 участвовал в тайном Хартфордском конвенте [Hartford Convention]. Автор книги "Политические эссе" ["Political Essays"] (1812)
